Effective Date of Rule: May 22, 2026.
Purpose: This emergency rule opens recreational salmon fishing in the Tulalip Terminal Area of Catch Record Card Area 8-2.
Citation of Rules Affected by this Order: Amending WAC 220-313-060.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is necessary to set salmon seasons in Catch Record Card Marine Area 8-2 Tulalip Terminal Area, as agreed to during the 2026-2027 North of Falcon season setting process.

WAC 220-313-06000JPuget Sound salmon—Saltwater seasons and daily limits.
Effective May 22 through July 15, 2026, salmon rules for Catch Record Card Area 8-2 Tulalip Terminal Area shall be modified as described in this section. All other provisions of WAC 220-313-060 not addressed in this section, or unless otherwise amended by emergency rule, remain in effect:
Catch Record Card Area 8-2; the Tulalip Terminal Area:
(a) Tulalip Terminal Area is defined as: Waters west of Tulalip Bay and within 2,000 feet of shore from the pilings at Old Bower's Resort to a fishing boundary marker approximately 1.4 miles northwest of Hermosa Point and not including waters east of a line drawn from Mission Point to Hermosa Point.
(b) Salmon:
(i) Open from Fridays and Saturdays each week, except closed Saturday June 6;
(ii) Daily limit 1. Release chum, coho, and wild Chinook.
