NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 26-0014 Supplemental Drug Rebate Updates.
Effective Date: July 1, 2026.
Description: The health care authority (HCA) intends to submit SPA 26-0014 to create a new supplemental drug rebate agreement contract template for HCA to use in contracting with pharmaceutical manufacturers for drug items that are covered by medicaid fee-for-service and medicaid managed care organizations. In addition, SPA 26-0014 will amend the supplemental rebate information in attachment 3 of the medicaid state plan to remove references to a specific entity, replacing them with generic references.
SPA 26-0014 is expected to have no effect on current annual aggregate expenditures/payments to providers, as drug rebates do not affect provider payments.
HCA is in the process of developing the SPA. HCA would appreciate any input or concerns regarding this SPA.
