PREPROPOSAL STATEMENT OF INQUIRY
STATE BOARD OF EDUCATION

Subject of Possible Rule Making: Chapter 180-51 WAC, High school graduation requirements; chapter 180-18 WAC, Waivers for restructuring purposes; and chapter 180-111 WAC, Emergency waiver of certain requirements.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28A.305.130, 28A.230.090, and 28A.150.220(7).
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Revisions based upon the state board of education's (board) periodic reevaluation of the high school graduation requirements, consistent with RCW 28A.230.090; update statutory references; and repeal obsolete sections.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Office of superintendent of public instruction.
Process for Developing New Rule: The board is seeking feedback on rule making from partner agencies, educational advocacy organizations, and the public.
