Subject of Possible Rule Making: Revising WAC 139-12-010 to add and update language. Revising WAC 139-12-020 to add and update definitions. Revising WAC 139-12-030 to add clarification, updates, and references to independent investigation criteria. Splitting up WAC 139-12-030 into new sections.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 43.101.080.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: This rule change will add clarity for those conducting, reviewing, or assessing independent investigations and will satisfy recommendations from the state auditor's office by aligning with the office of independent investigations' chapter 43.102 RCW.

Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Not applicable.

Process for Developing New Rule: Negotiated rule making.
