EMERGENCY RULES

Effective Date of Rule: June 18, 2026.
Purpose: This emergency rule allows up to two hatchery Chinook to be retained as part of the salmon daily limit in Catch Record Card Area 11.
Citation of Rules Affected by this Order: Repealing WAC 220-313-06000K; and amending WAC 220-313-060.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, 77.12.045, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: Catch estimates for the Marine Area 11 June Chinook fishery indicate the fishery has reached 35 percent of the harvest quota (504 of 1,423), 33 percent of the unmarked encounter limit (270 of 820), and 19 percent of sublegal encounter limit (424 of 2,186), through June 14. Based on estimates to date, sufficient catch and encounters remain under fishery guidelines to allow retention of more than one Chinook per day.
There is insufficient time to adopt permanent rules.

WAC 220-313-06000MPuget Sound salmon—Saltwater seasons and daily limits.
Effective June 18, through June 30, 2026, salmon rules for Catch Record Card Area 11 shall be modified as described in this section. All other provisions of WAC 220-313-060 not addressed in this section unless amended by emergency rule remain in effect:
Catch Record Card Area 11, except year-round piers (Des Moines Pier, Les Davis Pier, and Point Defiance Boathouse Dock):
Salmon:
(a) Open daily; daily limit 2. Release chum and wild Chinook.
(b) Commencement Bay (east of a line from Cliff House Restaurant to Sperry Ocean Dock): Closed to fishing for or retention of salmon.
REPEALER
The following section of Washington Administrative Code is repealed, effective June 18, 2026:
