PERMANENT RULES
DEPARTMENT OF HEALTH

Effective Date of Rule: Thirty-one days after filing.
Purpose: Physical therapy licensure compact; updating the reference date to match the most recent physical therapy licensure compact (PTLC) commission rules. The board of physical therapy has adopted an updated effective date in WAC 246-915A-010 to match the date of the most recent PTLC rules to comply with RCW
18.74.500, Article IX(2).
The purpose of the adopted amendment is to update the effective date in rule to December 10, 2025, which is the most recent version of the PTLC rules. The PTLC rules made the following minor changes to the compact rules:
(1) Clarify the circumstances where the PTLC commission can terminate a compact privilege and outline the appeal process for a compact privilege termination.
(2) Clarify what can qualify as a home state based on military definitions.
(3) Adds a definition for "significant investigatory information."
The adopted changes to WAC 246-915A-010 comply with RCW
18.75.500, Article IX(2) by incorporating by reference the PTLC rules as of December 10, 2025.

AMENDATORY SECTION(Amending WSR 25-03-095, filed 1/17/25, effective 2/17/25)
WAC 246-915A-010Physical therapy licensure compact—Compact commission rules.
(1) The physical therapy licensure compact (compact) is established in Washington under RCW
18.74.500. Its purpose is to facilitate interstate practice of physical therapy with the goal of improving public access to physical therapy services.
(2) The rules of the physical therapy compact commission, in effect as of ((June 17, 2024))December 10, 2025, are adopted and incorporated by reference.
(3) A copy of the rules is available for public inspection from the department of health at https://www.doh.wa.gov/LicensesPermitsandCertificates/ProfessionsNewReneworUpdate/PhysicalTherapyLicensureCompact or by calling the department of health's office of customer service at 360-236-4700.
(4) A licensee may exercise a compact privilege as provided in RCW
18.74.500, Article IV. Applicable fees are set forth in WAC 246-915A-990.
