PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: Establishing the clinical experience graduate pilot program to implement SSB 5185 (chapter 154, Laws of 2026).

The Washington medical commission (commission) is considering adding new sections to chapter 246-919 WAC to establish a limited license for international medical graduates and a pilot program to allow supervised practice as a pathway to full licensure, to implement SSB 5185.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 18.71.017, 18.71.051, and SSB 5185 (chapter 154, Laws of 2026), codified under chapter 18.71 RCW.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: SSB 5185 directs the commission to establish a pilot program and a limited license for international medical graduates. Rule making is necessary to consider defining eligibility criteria, application requirements, supervision standards, scope of practice, and completion requirements for the pilot program.
