Effective Date of Rule: Immediately upon filing.
Other Findings Required by Other Provisions of Law as Precondition to Adoption or Effectiveness of Rule: Because these rules are required by statute, RCW 34.05.380 (3)(a) allows for these rules to become effective immediately upon filing.
Purpose: This rule making amends WAC 314-02-065 to align with a statutory change made to RCW 66.24.350 under HB 1526 (chapter 192, Laws of 2026) that became effective June 11, 2026. Snack bars licensed by the liquor and cannabis board are now permitted to sell wine by the glass in addition to beer by the opened bottle or can.

AMENDATORY SECTION(Amending WSR 26-03-072, filed 1/20/26, effective 1/20/26)
WAC 314-02-065Snack bar license.
(1) Per RCW 66.24.350, a snack bar license allows a licensee to serve beer by the opened bottle or can, wine by the glass, or both for on-premises consumption only.
(2) Snack bar licensees must have snack food, as defined in WAC 314-02-010, available whenever beer or wine is sold or served.
(3) Snack bars must have designated seating for on-premises consumption of beer or wine.
(4) The annual fee for this license is $187.50.
