PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: Chapter 392-121 WAC, Basic education funding--Certificated instructional staff component.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28A.150.290.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Changes are necessary to comply with (1) chapter 90, Laws of 1997 (SB 5925) which modified what can be counted as credits for placement on the state-wide salary allocation schedule. (2) Standard established in state board internship rules in chapter 180-83 WAC. (3) Standards set in state board rules for degree equivalency in chapter 180-79A WAC. Also references need to be corrected.

Process for Developing New Rule: Early solicitation of public comments and recommendations respecting new, amended or repealed rules, and consideration of the comments and recommendations in the course of drafting rules.
