Purpose: Personal use rules.

Citation of Existing Rules Affected by this Order: Repealing WAC 220-57-12700A; and amending WAC 220-57-127.

Statutory Authority for Adoption: RCW 75.08.080.

Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.

Reasons for this Finding: The Big Soos Creek Hatchery already has more chinook than is needed for spawning purposes. These rules allow for the take and retention of surplus hatchery salmon currently arriving at the Soos Creek Hatchery. These fish are harvestable and removal will reduce the need to discard salmon carcasses. There is insufficient time to promulgate permanent rules as the run will be largely over by early October.

NEW SECTION

WAC 220-57-12700B Big Soos Creek (King County) Effective immediately until further notice it is lawful to fish for and possess salmon in those waters from the mouth of Big Soos Creek approximately one half mile upstream to the concrete bridge near the Washington State Department of Fish and Wildlife hatchery residence. Fishing allowed only within the hours 7:00 a.m. to 7:00 p.m. each day. Special daily limit of two salmon. No more than one single-pointed hook allowed.
