Purpose: Personal use rules.
Citation of Existing Rules Affected by this Order: Amending WAC 220-57-310.
Statutory Authority for Adoption: RCW 75.08.080.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: Selective fishery regulations are necessary for the Kalama River to protect very low numbers of wild summer steelhead, while maintaining some harvest of hatchery steelhead. Wild escapement is projected to be less than 20% of the goal. There is insufficient time to promulgate permanent rules.

NEW SECTION
WAC 220-57-31000W Kalama River. Notwithstanding the provisions of
WAC 220-57-310, effective 12:01 a.m. until further notice, in those
waters of the Kalama River from 1000 feet above the Kalama Falls (upper)
Salmon Hatchery upstream to Summers Creek, gear is limited to one single
point barbless hook and bait is prohibited.
